Aumentado accepts Cajes’ ‘lie detector challenge’
Without hesitation, Governor Erico Aumentado accepted the challenge of Congressman Roberto Cajes to undergo the “lie detector test” to determine who lied in their statements on the issues.

Cajes dared Aumentado to a lie detector test to settle, once and for all, the issues that torn their friendship apart, hinting that the governor’s disclosure on the alleged anomalies in the second district was a lie.

After the CONA issue, Aumentado launched last Friday the bombshell on the anomalous cut in the funding for the farm-to-market roads that the Department of Agriculture released for all the barangays of Trinidad, favoring barangay Guinobatan.

Aumentado further questioned the asphalt overlay on a concrete road going to the wharf of in barangay San Jose, in Talibon.

For just about 1.3-kilometer road, the appropriation on the asphalt overlay project reached 10 million pesos, which the governor described as overpriced.

Anti-reclamation group wants province to drop Oasis proposal
Former Panglao Mayor Dr. Doloreich Dumaluan and staunch critic of the Aumentado administration- -Ago Clorivel, together with members of the People Against REclamation or Pare yesterday trooped to the Sangguniang Panlalawigan regular session to demand the recall of the authorization issued to the governor to negotiate for a joint venture with a private group that proposed a reclamation project in Panglao.

Dumaluan warned that if the Sangguniang Panlalawigan refuses to heed their call, they will bring fishermen, residents of Panglao and even children to Capitol to stage a rally to really stop the eyed reclamation project which he said will damage the marine sanctuary in the proposed site of the project one kilometer from the shorelines to the seawaters.

The plan to create an island across the shores of Panglao will reduce the fishing ground, Dumaluan pointed.

The former mayor said the private group can transfer the proposed reclamation project to Albur, Sandingan island in Loon or Lila- -the hometown of Norris Oculam- -the major proponent of the project.

STARS Project launched today in Inabanga and Buenavista
The provincial government launched the Skills Training Advocating Reliance and Self-employment or STARS Project this morning in the towns of Inabanga and Buenavista as part of the project’s phase 1.

In its initial stage of implementation, the STARS Project will be implemented in nine towns- -three in each district- -with a total allocation of about 2.23 million pesos.

For the training of the beneficiaries in 12 disciplines, each town gets an allocation of 358,462 pesos.

Beneficiaries will be trainined on welding, tour guiding, driving, cellphone repair, therapeutic massage or reflexology, plumbing, hair styling and cutting, basic electricity, household services, manicure and pedicure,
TV and radio repair, and small engine mechanic.

Under the project, the provincial government spends for the materials used in the trainings and the honoraria of trainors.

In the first district, phase 1 covers the towns of Calape, Loon and Maribojoc. In the second district, it will be in the towns of Buenavista, Inabanga, and Talibon, while in the third district, it covers Dimiao, Lila, and Valencia.

SWS survey says 1 in 4 Filipino families claim to be hungry
Hunger among Filipinos worsened to historic levels after results of a new survey said that one in four families experienced having no food on the table.

Undertaken last quarter by the Social Weather Stations or SWS, the latest poll said the number of Filipino families that claimed to be hungry reached 4.4 million, and the hunger measure at 24 percent last month.

This was more than five points higher than at the end of September and worse than the previous record of 23.7 percent in December 2008.

However, fewer families considered themselves poor after a one-point decline was observed among those who classified themselves as food-poor.

Self-rated poverty stood at 46 percent or about 8.5 million families, down from 51 percent three months earlier, while self-rated food poverty was at 39 percent, down from 40 percent in the third quarter.

Over 1000 police escorts recalled by PNP
Over a thousand Philippine National Police or PNP personnel assigned as security escorts and bodyguards to hundreds of bigwigs in the country, including government officials, diplomats, and election candidates, have been recalled in line with the continuing implementation of the nationwide gun ban.

Chief Superintendent Lina Sarmiento, chief of the PNP’s Police Security and Protection Group, was quoted by radio dzBB’s Benjie Liwanag as saying that services of 1,600 cops were recalled based on the Commission on Elections’ Resolution 8714 that provides guidelines on the carrying of firearms and availing of bodyguards during the election period.

The resolution enforces Section 33 of Republic Act 7166, which states that “during the election period, no candidate for public office, including incumbent public officers seeking election to any public office, shall employ, avail himself of or engage the services of security personnel or bodyguards."

But when the situation warrants, the Comelec may assign a member of the police, military, or other law enforcement agencies to provide the person necessary security.

South Korea, US dismiss North Korea's peace proposal
South Korea and the US rejected North Korea's proposal to start peace talks to formally end the Korean War, with Seoul saying Tuesday that can happen only after the North rejoins disarmament talks and reports progress in denuclearization.

The North said Monday that its return to six-nation negotiations on its nuclear weapons program hinges on building better relations with the United States by starting peace treaty talks. The North also called for the lifting of international sanctions against it.

On Tuesday, South Korea's defense chief said he believes peace treaty talks can take place only after the nuclear talks are resumed and the North takes steps toward disarming its atomic programs.

Defense Minister Kim Tae-young said South Korea will continue to try to find what the North's true intention is behind its peace talks proposal.

But Kim said his military is ready to deter any possible North Korean aggression, saying the North "many times in the past offered peace gestures with one hand while on the other committed provocations."

Only two out of 90 pass nursing exams held in Hong Kong
Only two out of 90 examinees passed the Nursing Licensure Examination held in Hong Kong last December, the Professional Regulation Commission (PRC) said.

The passers were identified as: Edgardo de Sesto Estrada and Jorlyn Boyatot Gagatam.

Meanwhile, the PRC said the result of the nursing board exams taken last November in the Philippines will likely be released on the last week of January or first week of February.

An all-time high of 95,282 nursing graduates await the results of the two-day examination.

Simon Cowell says he's leaving 'American Idol'
In Pasadena, California, Simon Cowell says that this will be his last season on "American Idol."

The cantankerous judge said that "The X Factor," a show he created and is a hit in Britain, will join Fox's schedule next year. Cowell will be on "The X Factor."

Cowell's decision is the biggest threat yet to what has been the country's most popular TV program and a true cultural force. This season, original host Paula Abdul has been replaced by Ellen DeGeneres.

But Cowell, with his caustic commentary, has long been seen as the big star of "Idol."

Cowell said it would have been difficult for him to do both shows. While he makes a reported $36 million a year to be on "American Idol," he owns "The X Factor" and could make much more if the show takes off.

Ellen DeGeneres has become the first "American Idol" judge to react to the news that Simon Cowell is leaving the FOX reality singing competition.

'Spider-Man 4' delayed; Tobey Maguire, Sam Raimi out
In Los Angeles, Tobey Maguire's web-slinging days are behind him.

The 34-year-old actor and "Spider-Man" director Sam Raimi will not be returning to the superhero franchise next year. Instead, Sony Pictures and Marvel Studios announced Monday that a new "Spider-Man" film based on a script by James Vanderbilt that focuses on Peter Parker in high school would debut in the summer of 2012 with a new cast and filmmaking team.

The announcement of a reboot comes after reports that "Spider-Man 4" production stalled amid script revisions. The original "Spider-Man 4" release date seemed unlikely last week when Paramount Pictures announced that "Thor," another big-screen Marvel superhero adaptation, had hammered out the same May 6, 2011, release date as the fourth Spidey installment.

Maguire said that there was "great stuff in terms of story and script" for the fourth chapter and the plan was to still release the film in 2011. He also said he had specific ideas about the evolution of the character on the big screen. Maguire's spokeswoman did not immediately respond to a request for comment about Monday's announcement.

Finnish investors offers livelihood to former rebels
Antonieto Pernia, the governor’s chief of staff and jatropha point-person said Finnish investors will include part of the resettlement community in Danao in their planned investment on a 5,000-hectare jatropha plantation.

The Finnish investors recently visited Bohol to confirm their intention to pour billions of pesos worth for a timberland project and P500 million for the jatropha project.

Planting jatropha in part of the 50-hectare resettlement community eyed in barangay Remedios, municipality of Danao will serve as ready livelihood project for former rebels that the reintegration program refers as Kauban sa Reporma, along with interested other residents.

The Finnish investors Pernia said the KRs will also be tapped by the Finnish investors as forest guards and would even provide them with service vehicles to monitor the area.

Under his signature convergence strategy, Aumentado leveraged P1.5 million from provincial coffers to get P3 million from the President’s Social Fund and another P1.5 million from the Office of the Presidential Assistant on the Peace Process to make 6 million pesos for the 25 housing units, with power supply and waterworks system, road network and a community center.

Government gains 2 more KRs
The provincial government recently gained more potential Kauban sa Reporma after two brothers from sitio Camunjes, now known as sitio Cahayag in barangay Benliw, municipality of Ubay expressed intention to return to the folds of law through Governor Erico Aumentado.

The brothers are now under tactical interrogation after the governor presented them before the members of the Provincial Peace and Order Council during the special meeting on January 5 at the Governor’s Mansion.

Police Provincial Director Senior Superintendent Anthony Lao-Obenza started the tactical interrogation at Camp Dagohoy right after the PPOC special meeting.

The two brothers said they had long wanted to return to the government but they were just clueless on how to do it until recently when they learned of the government’s reintegration program.

Comelec: ‘Journalists ineligible for gun ban exemption’
Media groups and practitioners will not be eligible for exemption from the ongoing nationwide implementation of the gun ban in time for the May automated polls, the Commission on Elections pointed out yesterday.

Comelec legal department head Ferdinand Rafanan advised media groups and practitioners instead to ask the Philippine National Police for security if they feel they are under threat.

The Comelec's gun ban for the May 2010 elections went into effect Sunday, with the PNP claiming that at least 18 violators were arrested on the first day.

Rafanan said those who can seek exemption from the gun ban include police personnel, soldiers, National Bureau of Investigation agents, and even Citizens Armed Forces Geographical Unit (Cafgu) members.

The Comelec issued Resolution 1814, which bans candidates and private individuals from carrying firearms and hiring bodyguards during the election period which will run from January 10 to June 9, 2010.

SWS finds 1 of 2 Filipinos unhappy with Arroyo administration
One of two Filipinos is dissatisfied with the performance of the Arroyo administration, with public satisfaction hitting a new record low last month, with six months to go before a new government takes over, a new survey by the Social Weather Stations (SWS) showed.

According to the SWS survey, conducted between December 5 and 10 last year, the administration's net satisfaction rating fell to -23 in December, which is equivalent to 28 percent satisfied and 51 percent dissatisfied, lower than -20 in the third quarter and worse than the record low of -21 in June 2008.

The new score was within the range described by the SWS as poor — a category the Arroyo government has been in since February last year.

However, the survey also showed the administration got a neutral score of -2 for its response to the massacre of at least 57 people in Ampatuan town in Maguindanao last November 23.

Comelec: 'Arroyo cannot appoint new SC chief within election period'
President Gloria Macapagal Arroyo cannot appoint a new Supreme Court chief justice to replace Reynato Puno as his retirement date falls within the election period, a Commission on Elections official said Monday.

Comelec legal department chief Ferdinand Rafanan said that the 1987 Constitution allows the President to make only temporary appointments to executive positions during the election period.

Puno will turn 70 on May 17, which is within the election period that starts 60 days before Election Day.

Under Section 11, Article VII of the 1987 Constitution, all members of the Supreme Court and and judges of lower courts shall hold office during good behavior until they reach the age of seventy years or become incapacitated to discharge the duties of their office.

Under Article VII, Section 15 of the Constitution, "Two months immediately before the next presidential elections and up to the end of his term, a President or Acting President shall not make appointments, except temporary appointments to executive positions when continued vacancies therein will prejudice public service or endanger public safety."

On the other hand, Malacañang officials insisted that President Arroyo can still appoint the next Chief Justice, and is duty-bound to do so to prevent a hiatus or vacuum in the judiciary.

Heavy snow halts planes, trains and cars in Europe
Europeans were struggling to restore roads and railways Sunday after heavy snow caused hundreds of traffic accidents, halted flights from Germany and France, downed power lines in Poland and trapped more than 160 people overnight on a frozen German highway.

The 148 adults and 19 children stuck on Germany's coastal A20 highway survived by running their car engines until rescuers using snow plows and excavators pushed through 6.5-foot or a 2-meter drifts to free them Sunday morning, according to police in the town of Altentreptow.

Hundreds of weather-related road accidents were reported in Germany after a second day of heavy snowfall, especially along the Baltic Coast. Two men were killed when their car hit a tree in Nordvorpommern.

Ferry service across the Baltic to Scandinavia was canceled, and rough sea swells flooded several streets in the cities of Flensburg and Luebeck while threatening to break levees in the village of Dahmeshoeved. Rescue teams were busy repairing damage.

Yemen's president open to dialogue with al-Qaeda
Yemen's president said he is ready to talk to al-Qaeda members who renounce violence, suggesting he could show them the same kind of leniency he has granted militants in the past despite US pressure to crack down on the terror group.

Yemen is moving cautiously in the fight against al-Qaeda, worried over a potential backlash in a country where anger at the US and extremism are widespread.

Thousands of Yemenis are battle-hardened veterans of past "holy wars" in Afghanistan, Bosnia, Chechnya and Iraq, and though most are not engaged in violence now they preserve a die-hard al-Qaeda ideology.

Ali Mohammed Omar, a Yemeni who fought in Afghanistan from 1990-1992, warned that any movement against al-Qaeda will lead to the fall of the Yemeni regime. Omar said he met Osama bin Laden twice during that time.

He said that if the US or its allies become directly involved, "the whole (Yemeni) people will become al-Qaeda. Instead of 30 or 40 people, it would become millions.

President Ali Abdullah Saleh's comment said dialogue is the best way even with al-Qaeda, if they set aside their weapons and return to reason.

She said young men are more unbiased, playful and firmer, but they are also more selfish and narcissistic.

Luis Manzano confirmed that he is doing his best to win back the heart of Locsin, saying she's a good girl worth fighting for," Manzano said.

Ruffa Gutierrez even revealed that Manzano started to think of pursuing Locsin again while he was shooting "In My Life" in New York.

In an interview with Entertainment Live last Saturday, Manzano said that he is hoping to have a fresh start with his former love.

Manzano reportedly became persistent in wooing Locsin again after reports surfaced that 2009 CNN Hero of the Year Efren Peñaflorida was pursuing the actress.

Pacquiao wraps up deal for Clottey
Manny Pacquiao will fight March 13 at Cowboys Stadium, but not against Floyd Mayweather Jr.

Pacquiao promoter Bob Arum said he has finalized a deal to match Pacquiao against Joshua Clottey in a welterweight bout at the new 1.2-billion-dollar stadium.

Arum moved swiftly to land a lucrative fight for his Filipino star after his contentious negotiations for a megafight with Mayweather fell apart in a prolonged dispute over blood testing.

Arum was in Texas over the weekend to wrap up details for the pay-per-view fight, which will be the first boxing match in the stadium. Top Rank spokesman Lee Samuels said the arena will be configured to seat 50,000 fans for the fight, but the capacity could be raised or lowered.

Although Clottey has no fraction of Mayweather's fame, he's a worthy welterweight opponent for Pacquiao, widely considered the top pound-for-pound fighter in the world. The hard-hitting Clottey with 35 wins, three losses, and 20 knock outs, a native of Ghana who lives in New York, is coming off a split-decision loss to Miguel Cotto last June, a fight that some felt Clottey won.
